To the Members of the California State Assembly:
I am returning Assembly Bill 1176 without my signature.
For some time now I have lamented the fact that major issues are overlooked while many
unnecessary bills come to me for consideration. Water reform, prison reform, and health
care are major issues my Administration has brought to the table, but the Legislature just
kicks the can down the alley.
Yet another legislative year has come and gone without the major reforms Californians
overwhelmingly deserve. In light of this, and after careful consideration, I believe it is
unnecessary to sign this measure at this time.

Califonia州議会の皆さまへ：
議案1176号は署名せずに却下致します。
この所、多くの不要不急な法案で忙殺されがちとなり、
ろんずべき大きな問題が見落とされがちな事実を悲しみます。
すすめるべき私の改革（水利改革、刑務所改革、健康増進等）は、
ぞんざいに扱われ、州議会においては重視されません。
くわえて、私の州知事としての任期が残り約1年となり、
そっこく加州住民が熱望する主要改革を達成しなければなりません。
がいしてこれらの観点から熟慮し、現在この議案にはサイン不要であると確信しています。
